Job Summary
Hodge Western Corp is seeking a detail-oriented and experienced Human Resources and Payroll Manager to support our growing construction operations. This leadership role is essential to managing the full scope of HR functions and payroll processes, with a focus on union compliance and workforce development. The ideal candidate will bring a strong understanding of construction labor laws, collective bargaining agreements, and industry-specific regulations.
Key Responsibilities
Human Resources

Oversee all HR functions including talent acquisition, onboarding, employee relations, performance management, and offboarding.

Ensure compliance with all applicable federal, state, and local employment laws and regulations.

Interpret and enforce union collective bargaining agreements (CBAs).

Serve as the primary point of contact between management and union representatives.

Administer employee benefits programs, including health, dental, vision, retirement plans, and leave policies.

Develop, update, and enforce HR policies and procedures.

Lead training and development efforts to build workforce capabilities and support employee growth.
Payroll

Manage weekly payroll processing for both union and non-union employees.

Ensure accurate application of prevailing wage rates, fringe benefits, and certified payroll reporting.

Maintain payroll documentation in accordance with industry standards and regulatory requirements.

Investigate and resolve payroll discrepancies; respond to employee payroll-related questions.

Collaborate with the accounting team on payroll funding, reporting, and reconciliation activities.
Qualifications

Bachelor’s degree in Human Resources, Business Administration, or a related field; HR certification (PHR, SPHR, SHRM-CP) preferred.

Minimum of 3 years of experience in HR and payroll, ideally within the construction industry.

Demonstrated experience working with labor unions and interpreting collective bargaining agreements.

Solid understanding of industry regulations, including the Davis-Bacon Act, OSHA standards, and certified payroll requirements.

Proficiency with HRIS and payroll systems, with preference for ADP.

Strong communication, negotiation, and conflict resolution skills.

High level of discretion and professionalism in handling confidential information.

Salary: Starting at $95,000 annually, based on experience.
