Job Overview:

The London Borough of Merton is seeking a dedicated Education Welfare Officer (EWO) to join its Education Welfare Services, part of the broader Education Inclusion team. Based at the Civic Centre in Morden, with some flexibility for hybrid working, this vital role supports families, schools, and students to promote regular school attendance and ensure every child receives their educational entitlement.

Key Responsibilities:

  • Manage a caseload of designated schools within the borough, supporting children aged 4–16 (Reception to Year 11).

  • Assess and address the educational needs of pupils with persistent absence issues.

  • Work closely with families and schools to improve student attendance and engagement.

  • Interpret attendance data and identify strategic interventions to reduce school absence.

  • Enforce legal responsibilities of parents/carers, including issuing Penalty Notices, preparing court documentation, and appearing as a witness on behalf of the Local Authority.

  • Contribute to broader Education Welfare duties, including:

    • Children Missing Education (CME)

    • Elective Home Education (EHE)

    • Child Employment and Entertainment Licensing

    • Education Navigator role within the Children and Families Hub

Essential Skills and Experience:

  • In-depth knowledge of Working Together to Improve School Attendance and The Pupil Registration Regulation 2024.

  • Strong understanding of statutory education law and legal processes regarding school attendance.

  • Proven experience in multi-disciplinary, child-focused settings.

  • Ability to build strong, professional relationships with schools, parents, inspectors, and partner agencies.

  • Confident in handling sensitive issues such as safeguarding and child protection.

  • Excellent verbal and written communication skills across varied platforms.

  • High-level IT literacy, particularly in Microsoft Word and Excel.

Qualifications:

  • Minimum: GCSE English and Mathematics (or equivalent).

  • Preferred: Degree in a relevant field or professional qualification related to children, families, or education.

  • A second language is highly desirable.
