Norwich City Council is hiring a detail-oriented Assistant QS to join our dedicated commercial team within the Property Services department. As an Assistant QS, you’ll play a key role in supporting our internal and external stakeholders, ensuring smooth handling of valuations, invoices, and contractual obligations. Role Overview – Assistant QS Opportunity at Norwich City Council
As an Assistant QS, you will be responsible for delivering comprehensive commercial support within Property Services. You’ll act as the central point of commercial contact, ensuring valuation verifications, purchase orders, and invoices are processed efficiently and accurately, in line with all contractual obligations. You’ll also provide critical financial data for year-end reporting and ensure data integrity across our systems.
Working closely with colleagues across the council, you will promote a culture of collaboration, knowledge-sharing, and continuous improvement. Your commercial expertise will directly contribute to delivering successful outcomes across property service contracts and projects.
Key Responsibilities – Assistant QS Role

Deliver end-to-end commercial support for Property Services and related stakeholders.

Use and enhance existing data systems and implement updates within commercial processes.

Support contract management under the Commercial Manager’s guidance, reviewing valuations, payment processes, and budgets.

Attend project meetings and report on commercial performance and contractual progress.

Build strong working relationships with internal teams and external stakeholders, providing expert advice and technical support.

Ensure compliance with commercial regulations, including timely and accurate invoice processing.

Be the first point of contact for commercial inquiries via phone, email, or face-to-face interactions.

Support the training and onboarding of new team members regarding commercial procedures.
Required Skills & Experience – Assistant QS

Solid commercial understanding, including payment processing and contract management.

Strong numerical and analytical skills with an ability to handle large datasets.

Excellent organizational, communication, and negotiation skills.

Proven experience in preparing clear supporting documentation and presenting financial data.

Proficiency in relevant IT tools, including Excel, Unit4, and NEC systems.

Effective time management, prioritization, and independent workflow handling.

Ability to understand policies, interpret legislation, and work within political contexts.

Flexibility and adaptability in a dynamic work environment.
Educational Requirements

Minimum of GCSE (or equivalent) in Maths and English.
