ICMA Veterans: Strengthening Local Government Through Veteran Inclusion

The International City/County Management Association (ICMA) Veterans initiative is guided by the Veterans Advisory Committee (VAC), whose mission is to enhance local government by integrating Veterans who bring invaluable skills, dedication, and leadership to public service.

The VAC focuses on three key pillars to promote and support Veterans in local government:

  • Expanding Awareness – Highlighting municipal government as a career path for active-duty and transitioning military personnel.

  • Showcasing Veteran Expertise – Demonstrating the unique skills and experience Veterans contribute to the profession.

  • Building Stronger Connections – Strengthening relationships between the Veteran community and local government.

Veterans Local Government Management Fellowship (VLGMF)

A signature program of ICMA Veterans, the Veterans Local Government Management Fellowship (VLGMF) is a 12 to 25-week Department of Defense-approved Career Skills (SkillBridge) Program. This fellowship provides transitioning service members with hands-on management training and real-world experience in local government, equipping them for successful careers in public service.

Key Responsibilities of This Role

  • Strategic Implementation & Performance Tracking – Works closely with the COO to execute the county-wide strategic plan, ensuring progress toward organizational goals and performance expectations.

  • Policy Execution & Resource Alignment – Implements executive leadership priorities and policies by collaborating with department heads to allocate resources effectively, monitor initiatives, and achieve desired outcomes.

  • Department Leadership & Coordination – Provides oversight and guidance to departments as assigned by the COO, ensuring efficient service delivery and fostering collaboration to align with common objectives.

  • Budget Planning & Operational Efficiency – Assists in developing the county’s operational budget while identifying cost-saving opportunities and strategies to enhance efficiency.

  • Project Management & Policy Development – Oversees special projects, researches new policies, proposes legislation, and evaluates their impact on county services and operations.

  • Compliance & Reporting – Prepares reports on departmental activities, monitors adherence to service agreements, and ensures compliance with all applicable laws and regulations.

  • Community & Stakeholder Engagement – Builds and maintains strong relationships with county staff, officials, and the public, addressing inquiries and fostering support for county programs.


Essential Functions

The following responsibilities outline the primary duties of this role. Additional responsibilities may be assigned as necessary.

  • Staff Leadership & Development – Manages, directs, and evaluates assigned staff; oversees scheduling, reviews timesheets, and addresses employee concerns. Provides guidance, conducts performance appraisals, and ensures adherence to county policies and procedures.

  • Work Prioritization & Oversight – Organizes and assigns tasks to meet objectives, ensures proper resources are allocated, monitors progress, and provides updates to the COO.

  • Executive Leadership & Strategic Planning – Serves as a key decision-maker in the executive team, overseeing assigned departments and outsourced services while developing best practices and ensuring alignment with the Board of Commissioners’ (BOC) policies.

  • Budget Management & Financial Oversight – Leads the development and management of departmental budgets, ensuring adherence to financial targets and overall county fiscal objectives.

  • Special Projects & Legislative Initiatives – Conducts research, develops new policies, and proposes legislation while assessing their impact on county operations and services.

  • Performance Evaluation & Compliance Monitoring – Appraises departmental activities, provides systematic reports to the COO and BOC, and ensures compliance with shared service agreements.

  • Regulatory Adherence & External Relations – Engages with external organizations to ensure county operations comply with local, state, and federal laws, ordinances, and guidelines.

  • Public & Stakeholder Communication – Establishes and maintains strong relationships with county personnel, officials, business leaders, and the community to foster support and address inquiries related to county programs.


Minimum Qualifications

  • Education – A Bachelor’s degree in Public Administration, Business Administration, or a related field is required (Master’s degree preferred).

  • Experience – A minimum of 15 years of progressively responsible experience in public or business administration, including at least 5 years in a senior leadership role at the department head level within a large metropolitan government or equivalent corporate setting.

  • Equivalency Consideration – A combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
