Position Summary
The Finance Manager plays a key leadership role in overseeing the financial operations of assigned programs within ADHS. Reporting to the Division Finance Manager, this position serves as a financial strategist, advisor, and subject matter expert for program leadership and stakeholders, ensuring accurate, timely, and compliant financial management across multiple funding sources and budgets.
This role requires strong analytical skills, financial leadership experience, and the ability to manage complex budgets while providing guidance to program managers and teams.
Key Responsibilities

Financial Oversight: Monitor revenue, expenditures, obligations, and budget performance across all assigned funding sources.

Budget Management: Prepare expenditure projections, analyze financial reports, and ensure compliance with funding guidelines and state/federal regulations.

Stakeholder Collaboration: Provide financial guidance to program directors, bureau chiefs, and leadership teams.

Approval Authority: Review, approve, and authorize financial documents, grants, and expenditures as the Finance Manager.

Training & Support: Train program staff on financial reporting, compliance requirements, and budget management best practices.

Reporting & Analytics: Develop and present financial performance reports, projections, and strategic funding recommendations.

Payroll & Billing: Manage payroll reporting, reconcile errors, and support billing processes for multiple programs.

Audit & Compliance: Assist with internal/external audits, ensure accurate financial documentation, and maintain compliance with policies.

System Oversight: Manage financial data systems, procurement platforms, and billing databases related to assigned programs.

Leadership Coverage: Provide backup coverage for the Division Finance Manager during absences.
Required Qualifications

Education: Bachelor’s degree in Business, Accounting, Finance, or related field (Master’s degree preferred).

Experience: 5+ years of related work experience, including 2+ years in management or supervisory roles.

Technical Knowledge: Familiarity with government funding regulations, grant management, and financial compliance processes.

Salary & Benefits

Salary: $79,360 annually
