Job Summary

The Accounting and Finance Specialist will perform accounting, financial, and payroll-related duties to ensure accurate and compliant financial operations at the Northwest Ohio Developmental Center. The role involves analyzing financial records, reconciling accounts, monitoring expenditures, and supporting payroll processes, all while adhering to state and federal standards.


Key Responsibilities

Financial & Accounting Duties

  • Analyze accounting records, financial statements, and reports for accuracy and compliance.

  • Conduct complex reconciliations, including MBE/EDGE, payment card thresholds, and Medicaid.

  • Determine transaction coding and research/analyze errors in budget, coding, or interface.

  • Develop accounting procedure forms and manuals.

  • Monitor and analyze accounts receivable and expenditures to ensure allowable costs.

  • Monitor CAP for state and federal audits.

  • Administer accounts outside TOS (custodial, independent, client, inmate).

Payroll Duties

  • Reconcile complex leave information in OAKS or agency-specific systems.

  • Process off-cycle manual paychecks.

Other Duties

  • Verify daily cash draws and close allocations at the end of the SFY.

  • Calculate service charges and perform debt collection processes, including notices and payment schedules.


Minimum Qualifications

  • 30 months of experience or training in accounting and/or finance, including intermediate spreadsheet skills.

  • OR completion of undergraduate coursework in business administration, accounting, finance, or a related field, with 6 months experience/training.

  • OR 12 months of experience as a Financial Associate, 66561.

  • Successful completion of the Fiscal Academy may substitute for 4 months of required experience.
