About the Role
The County of Santa Barbara is seeking an experienced finance professional to join the Public Works Department – Resource Recovery & Waste Management Division as a Financial Services Manager I.
This role supports the oversight of a $70 million enterprise fund budget, including capital construction accounting, debt service obligations, and customer payment monitoring. You will supervise a team, ensure fiscal sustainability, and work closely with division leadership to make critical financial decisions.
Key Responsibilities

Oversee financial operations, including accounting, budget, AR/AP, payroll, debt management, and auditing.

Supervise and evaluate assigned technical and administrative staff.

Manage enterprise fund accounting, including full accrual entries and debt service monitoring.

Develop and administer budgetary and procurement processes.

Conduct research, financial analysis, and forecasting to guide decision-making.

Implement and improve fiscal policies, procedures, and technology-based processes.

Coordinate with County staff, external agencies, and stakeholders; present findings to leadership and boards.

Prepare contracts, reports, records, and financial documents.

Support strategic planning, resource allocation, and financial sustainability initiatives.
Ideal Candidate Profile
-
5–7 years of professional accounting experience (governmental preferred).

Supervisory experience leading finance/accounting staff.
-
CPA and/or CPFO certification (preferred).

Strong knowledge of governmental accounting standards and Federal Cost Principles (2 CFR 200).

Proficiency in financial forecasting, modeling, and database systems.

Strong analytical, organizational, and communication skills.

Ability to prepare clear, concise financial reports and present to stakeholders.

Demonstrated ability to develop relationships across diverse teams.
Minimum Requirements

Bachelor’s degree in Accounting, Finance, Business Administration, or related field.

3 years of professional or supervisory-level accounting experience.

Valid California driver’s license or ability to provide suitable transportation.

Salary: $114,320 – $145,903 Annually
