About the Role
Concord University seeks a creative and detail-oriented professional to serve as the Finance and Contracts Manager for the federally funded GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) Partnership. This initiative supports low-income students by increasing college-going rates and providing resources to secondary schools.
The Finance and Contracts Manager ensures GEAR UP funds are properly managed, spent prudently, and aligned with federal, state, and university guidelines.
Duties & Responsibilities

Monitor documentation of grant expenditures and matching funds

Assist Project Director with budget oversight and financial planning

Process purchase requests and monthly reconciliations

Train school administrators in finance documentation

Conduct annual evaluations of financial management in school districts and higher ed partners

Coordinate with Office of Sponsored Programs (OSP) for compliance and reimbursements

Monitor subrecipients, carryover, and grant-related risk assessments

Maintain GEAR UP budget, policies, and procedures
-
Prepare financial reports and ensure compliance with EDGAR, CFR 200, and related regulations

Perform other duties as assigned
Education & Qualifications

Bachelor’s degree in Accounting, Finance, or related field required

More than 5 years of accounting experience (with reconciliations)

At least 3 years of grant compliance experience

Strong MS Office (Excel, Word, PowerPoint, Outlook) and Banner proficiency

Knowledge of federal grant regulations (GEAR UP legislation, EDGAR, CFR 200)

Excellent analytical, organizational, and problem-solving skills

Ability to manage multiple priorities under deadlines

Higher education or non-profit accounting experience preferred
