Job Description 

Eastern Area Agency on Aging is currently hiring a full-time Human Resources (HR) Manager. This position is based in Brewer, ME, and offers flexibility for a hybrid schedule—three days in the office and two remote—or a fully on-site option for those who prefer it.

We are looking for a highly organized and detail-oriented HR professional who can ensure that the agency’s HR systems, policies, and procedures are well-documented, consistently applied, and compliant with state and federal employment regulations. The HR Manager will play a key role in maintaining a culture of accountability, transparency, and compliance across the organization.

Key Responsibilities:

  • Oversee recruitment, onboarding, and employee benefit administration, including open enrollment.

  • Maintain accurate and compliant personnel records and HR systems.

  • Ensure adherence to internal policies and employment laws.

  • Collaborate with the Executive Director on employee relations, coaching, and compliance matters.

  • Guide supervisors and managers on consistent HR policy implementation.

  • Manage the Human Resources Information System (HRIS).

  • Lead performance evaluation processes and coordinate staff training, recognition, and engagement efforts.

  • Supervise the HR Generalist, who focuses on volunteer-related HR tasks.

  • Work with leadership to ensure job descriptions, evaluations, and wage ranges are accurate and equitable.

  • Maintain and update employee and volunteer handbooks.

  • Analyze HR data and participate in internal committees on safety, retention, and recognition.

Required Qualifications:

  • 3–5 years of professional HR experience

  • Strong understanding of HR laws, HRIS systems, and key HR functions

  • Proficiency in word processing and spreadsheets

  • Excellent written and verbal communication skills

  • Prior supervisory experience

  • Bachelor’s degree in Human Resources, Business, or a related field—or equivalent experience

  • HR certification required

  • Valid driver’s license, proof of insurance, and ability to travel for job-related duties
