Position Summary

The Human Resources Manager plays a vital role in ensuring a strong and responsive HR function that supports all aspects of the employee lifecycle—from hiring to offboarding—while maintaining compliance with federal and state regulations. This individual will act as a strategic partner to leadership and a resource for staff, fostering a positive and inclusive workplace culture, ensuring timely employee support, and aligning HR practices with organizational goals.


Key Responsibilities

Employee Lifecycle & Staffing

  • Oversee the full employee lifecycle including recruitment, onboarding, performance, and offboarding processes.

  • Develop, manage, and approve job requisitions.

  • Design and update new hire orientation in partnership with department managers to ensure a smooth and informative onboarding experience.

  • Collaborate with managers to determine training schedules, requirements, and delivery for new and existing staff.

  • Coordinate onsite training and track training completion to ensure compliance with job responsibilities.

  • In coordination with Finance and department heads, manage employee referral bonuses and propose incentive programs to address staffing needs.

Employee Relations & Compliance

  • Act as a key resource for employees, addressing questions and concerns related to PTO, leaves of absence, internal grievances, and benefits.

  • Investigate and manage employee relations matters including complaints, disciplinary actions, and corrective measures, while maintaining thorough documentation.

  • Maintain compliance with all applicable federal, state, and licensing regulations.

  • Collaborate with legal counsel and the CEO on complex personnel matters.

  • Educate employees and leadership on HR policies and procedures and ensure timely updates as needed.

Benefits & HR Operations

  • Administer all employee benefits including health, dental, vision, voluntary plans, COBRA, FMLA, STD/LTD, and workers’ compensation.

  • Serve as the primary point of contact for HRIS, benefit enrollment, and time/attendance system troubleshooting.

  • Conduct and maintain agency-wide compensation analysis and recommend salary adjustments aligned with market trends and budget constraints.

  • Manage and process payroll as needed, and ensure accuracy in employee timesheet records and leave tracking.

  • Monitor and verify I-9 documentation and maintain compliance with employment eligibility verification standards.

Reporting, Systems, and Strategic HR

  • Manage HRIS reporting functions, including time-to-hire, exit interviews, satisfaction surveys, and performance summaries.

  • Support LMS (Learning Management System) administration and ensure training programs are effectively delivered and tracked.

  • Coordinate with external HR partners to complete required EEO and OSHA filings.

  • Regularly review and standardize HR forms and policies, ensuring consistency, compliance, and accessibility.

  • Set annual HR department goals and track progress toward objectives.

Culture, Leadership & Diversity

  • Support diversity, equity, and inclusion initiatives across the organization.

  • Guide and support leadership in identifying staff development needs and implementing professional growth opportunities.

  • Conduct exit interviews and analyze feedback to inform retention strategies.

  • Serve as a key contributor to fostering a positive organizational culture aligned with company values and expectations.

  • Ensure confidentiality and the highest standard of professionalism in all HR functions.

Additional Duties

  • Provide support and guidance to HR staff as needed.

  • Lead audits of HR processes to ensure regulatory and procedural compliance.

  • Carry out additional responsibilities as assigned.


Education & Qualifications

Required:

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field.

  • 2–4 years of mid-level human resources experience.

Preferred:

  • Master’s degree in Human Resources Management, Organizational Development, or Business Administration.

  • Professional certification (PHR, SHRM-CP).

  • 4+ years of experience with HRIS systems, employee recruitment, and onboarding processes.
