Key Responsibilities

  • Policy Implementation & Strategy: Lead the development and implementation of policies impacting union-represented employees, applying complex and legally sound bargaining strategies aligned with state laws (RCW 41.56 and RCW 53.18).

  • Collective Bargaining: Negotiate labor agreements that reflect the Port’s organizational objectives and public-sector obligations.

  • Investigations & Compliance: Conduct or oversee thorough investigations into employee conduct and performance issues, ensuring compliance with relevant CBAs and Port policies.

  • Dispute Representation: Represent the Port in grievance procedures, arbitrations, unfair labor practice claims, unit clarifications, and representation hearings.

  • Research & Analysis: Stay informed on labor laws, public sector trends, and case law to ensure up-to-date practices and policy alignment.

  • Agreement Drafting: Draft and manage implementation of labor-related agreements, including MOUs, MOAs, and settlement agreements.

  • Training & Support: Provide ongoing training and advisory support to leadership to ensure consistent application of labor agreements, policies, and procedures.

  • Stakeholder Communication: Foster trust and collaboration through timely, professional communication with union representatives, shop stewards, business line leaders, and senior Port management.


About You

  • Experienced: You bring at least five (5) years of labor relations experience, including collective bargaining, policy implementation, and advising senior leadership.

  • Preferred Credentials: A bachelor’s degree in Human Resources, Labor Relations, or a related field is preferred. SHRM or CLRP certification is a plus.

Additional Information

  • Work Schedule: Standard schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m. Flexibility is available. Occasional after-hours availability may be required for operational issues.

  • Work Location: Primarily based in an office environment, with flexibility at management’s discretion.

  • Residency Requirement: You must establish and maintain residency in Washington State within 30 days of hire. If teleworking, all work must be performed within the state.
