Job Overview
Reporting directly to the Executive Director, the Human Resources Manager oversees key HR functions, including recruitment, records management, payroll coordination, benefits administration, employee relations, compliance, and organizational policies. This role plays an integral part in maintaining a productive and positive workplace culture, while ensuring compliance with applicable laws and Lebanon Transit standards.
This position also supports administrative procurement, manages training and travel arrangements, and ensures the smooth day-to-day operation of the administrative office. It involves working with unionized staff under the Collective Bargaining Agreement (CBA) with Teamsters Local Union 429 and requires adherence to DOT/FTA drug and alcohol testing protocols as it is designated a Safety-Sensitive Position.
Key Responsibilities
Human Resources Administration

Lead recruitment efforts, including resume reviews, interview coordination, and hiring processes.

Oversee benefits administration in coordination with payroll providers and the accounting department.

Develop and update HR policies and communicate changes across the organization.

Ensure full compliance with federal, state, and local employment laws.

Act as a liaison between employees and management, offering guidance on performance and personnel issues.

Coordinate employee orientation, training, and ongoing development programs.

Supervise employee records, HRIS updates, and data reporting for grants and internal planning.
Union Relations

Serve as the key point of contact for matters relating to the CBA with Teamsters Local 429.

Participate in union negotiations and advise the Executive Director on related issues.

Ensure consistent application of labor laws, CBA terms, and Lebanon Transit policies.
Compliance & Procurement

Oversee Lebanon Transit’s compliance with labor regulations, internal policies, and civil rights programs (EEOE, Title VI, DBE).

Serve as the agency’s Right to Know Officer, ensuring transparency and regulatory adherence.

Manage vendor relationships and procurement for services such as janitorial, landscaping, and office supplies.

Maintain records required by the Executive Director and regulatory bodies.
Administrative Oversight

Supervise the Receptionist, Transfer Station Attendant, and Marketing & Outreach Coordinator.

Coordinate internal communication, mail distribution, and clerical support with the Administrative Assistant.

Plan and manage board meetings, including preparation of meeting packets and transcription of minutes.

Support daily operations, supply ordering, and general office administration.
