Manager – Systems, Process & Policies
As the Lead for the Business Services branch, the Manager, Systems, Policies and Processes (SPP), guides, motivates and supports staff to enhance, update and maintain the Enterprise Maintenance Management System (EMMS), led by the Works Department, including multiple external and internal stakeholders. This role also supports other Works projects from inception to ongoing support after implementation.
The incumbent will:
Leads support for the Enterprise Maintenance Management System for the Region and any other applications (e.g. fuel management system).
Responsible for the day-to-day administration of the solutions. Act as the first point of contact for user support. Trouble shoot and escalate issues, collaborate with stakeholders to implement changes and maximize us of the solutions.
Provide support and advice to management and staff on the functional and technical aspects of projects throughout user departments.
Explore opportunities to re-engineer business processed to leverage the system, support continuous improvement and make recommendations for process improvements.
Responsible for overall training plan and provide training for new users.
Develop change management plan to support staff in adapting to new business processes.
Collaborate with key staff to ensure the accuracy, integrity, and quality of asset information within the solution, the GIS environment, and other asset management solutions key to the business area.
Support the department with data collection, compilation and identifying any data gaps.
Develop and evaluate key performance indicators and performance measures to ensure operational excellence, user adoption and system performance.
Develop reports to track asset maintenance. Support stakeholders with program data for decision making.
Responsible for the departmental asset registry.
Conduct detailed analysis of the data to assist in forecasting and reporting on performance measures.
Monitor trends, development and best practice in asset management including legislation and technology changes and propose improvements to policies, procedures, and systems to stakeholders.
Manage staff, consultants and temporary staff resources and provide functional direction to staff from other divisions involved in system support activities.
Keep current in new technologies and business processes to inform, guide and recommend solutions to stakeholders
Support User Departments with business process reviews, modernization, continuous improvement, and workflow streamlining to improve efficiency and delivering value add to the Region
Support Corporate Information Management, Data, Privacy and Security by advising on records and information management requirements in technology selection
Work in accordance with the provisions of applicable health and safety legislation and all corporate/departmental policies and procedures
The successful applicant will possess:
A degree in Computer Science, Business Administration, Industrial Maintenance or Engineering Technology or a discipline related to the job function.
At least 10 years experience with background in maintenance operations activities, asset management, process review, team leadership, procurement and contract management.
Progressive experience leading staff or projects involving business process definition, requirements gathering, solution design, development, testing, implementation and maintenance.
Class G licence and access to a reliable vehicle for site visits to plants, depots & garages when necessary
Thorough understanding of the following acts as they pertain to Maintenance Operations and Asset Management activities: Employment Standards Act, Municipal Act, Occupational Health and Safety Act, Highway Traffic Act, Ontario Underground Infrastructure Act, Transportation of Dangerous Goods Act, Environmental Protection Act, Technical Standards and Safety Act, Ontario Water Resources Act, Commercial Vehicle Operator Registration, and Safe Drinking Water Act in conjunction with the associated Ontario Regulations
Excellent customer service, conflict resolution, interpersonal and influential skills along with problem solving and creative
thinking to deal with internal departments/divisions, and external stakeholders
Proficiency with Microsoft Office Suite, any maintenance management system/software (such as IBM Maximo), and Power BI.
Management & Exempt Salary Grade 6
