About the Role
As an OSP Engineer at Pearce, you’ll oversee the engineering, permitting, and technical leadership of outside plant network projects. You’ll work closely with utility partners, local governments, and internal teams to ensure every project meets compliance, safety, and performance standards. Your role will directly influence infrastructure expansion strategies that support long-term network growth and reliability.

Key Responsibilities

  • Lead OSP network planning and engineering for both short- and long-term infrastructure projects.

  • Prepare work orders, design documentation, and bid packages to support construction and provisioning.

  • Manage permitting processes with state and local agencies across Ohio.

  • Develop and maintain standard operating procedures (SOPs) for permitting and compliance.

  • Oversee joint use projects and coordinate pole attachment, conduit, and right-of-way agreements.

  • Support transmission and protection (T&P) engineering, including design and grounding analysis.

  • Collaborate with project managers and construction teams to align deliverables and timelines.

  • Mentor junior engineers and provide technical guidance on permitting and design standards.

Required Experience

  • 20+ years of Outside Plant (OSP) engineering experience.

  • 15+ years of government permitting experience in Ohio.

  • 15+ years in joint use design with municipal, cooperative, and investor-owned utilities.

  • 5+ years of transmission and protection (T&P) engineering experience.

Technical Expertise

  • Proficient in OSP design, permitting, and engineering documentation.

  • Strong understanding of copper cable makeup, electronics, and Ohm’s Law.

  • Skilled in PC applications, mechanized support systems, and industry software tools.

  • Familiar with IEEE, NEC, NESC, GTEPS, Bellcore, and Telcordia standards.

Soft Skills

  • Strong communication, documentation, and organizational skills.

  • Ability to work independently while collaborating across diverse teams.

  • Proven experience managing complex utility and permitting challenges.

Compensation & Benefits

  • Base Pay: $38–$40 per hour (USD)
