Job Overview

We are seeking a Payroll Specialist to manage HR and payroll processes for employees and foreign nationals, including Independent Contractors. This role involves administering timekeeping, payroll, and ensuring compliance with IRS and INS regulations. You will coordinate, collect, process, and analyze payroll data while making decisions regarding the tax status and classification of foreign nationals.

This position requires close supervision and continuous review, as foreign nationals’ status, residency, VISA, treaty eligibility, funding, and length of stay frequently change. In addition, you will manage day-to-day payroll operations such as garnishments, levies, moving expenses, and other payroll-related tax calculations.

Key Responsibilities

  • Administer payroll and HR processes for employees and foreign nationals.

  • Apply IRS and INS regulations to determine proper tax status and classification.

  • Monitor and update foreign nationals’ residency, VISA, treaty, and funding information.

  • Manage daily payroll operations, including garnishments, levies, moving expenses, and tax calculations.

  • Ensure accurate processing of payroll data and identify any overpayments.

  • Maintain high accuracy and compliance with constantly changing payroll variables.

Qualifications

  • Education: Associate Degree or equivalent experience.

  • Experience: Minimum 2 years in payroll, benefits, tax, or accounting.

  • Preferred Skills:

    • Experience with Oracle payroll systems.

    • Knowledge of payroll compliance for foreign nationals.

    • Strong attention to detail and analytical skills.
