Job Summary
The Payroll Specialist is responsible for computing, processing, and preparing Borough payroll while maintaining accurate payroll files and related records. This role ensures compliance with Federal, State, and Borough policies and serves as a resource for staff training, payroll inquiries, and payroll-related reporting.
Essential Duties & Responsibilities

Train staff on all aspects of payroll processing

Run bi-weekly and on-demand payroll checks

Review and verify personnel action forms, journal batches, and other payroll source documents for accuracy and compliance

Process payroll transactions and maintain related records in accordance with applicable laws and policies

Manage reporting and pay requests for PERS, Fidelity, and VALIC, including online reporting requirements

Enter and validate timesheets, correcting errors and coordinating with department timekeepers

Generate, reconcile, and distribute payroll-related reports (daily, bi-weekly, monthly)

Maintain payroll databases and update records as needed

Handle involuntary withholding requests from external agencies

Respond to inquiries from internal departments and external agencies, providing accurate payroll information

Assist with check requests, journal entries, and leave bank updates

Perform duties of Payroll Manager as needed

Perform other duties as assigned
Knowledge, Skills & Abilities

Knowledge of Borough policies, payroll accounting, and records management

Strong data entry and mathematical computation skills

Ability to review and correct payroll-related documentation

Strong interpersonal and customer service skills

Ability to train staff in payroll processes
Education & Experience Requirements

High school diploma, GED, or equivalent (12 years combined education/work experience)

3 years clerical work experience
-
3 years working with computers
-
3 years payroll or accounting experience
-
12 college-level credit hours in accounting or related courses
