Key Responsibilities:

  • Oversee the department’s personnel and payroll functions, ensuring accuracy, compliance, and timely delivery of services.

  • Collaborate closely with high-ranking department leadership, centralized City HR, labor representatives, and line staff to support the department’s operational and strategic goals.

  • Lead, mentor, and support a dedicated HR team, cultivating a collaborative and accountable work culture.

  • Serve as a key advisor on human resources matters, labor relations, employment law, and City/County HR policies.

  • Manage sensitive and complex personnel issues with professionalism, discretion, and a strong understanding of legal and organizational frameworks.

  • Ensure compliance with relevant employment laws, including California labor codes, civil service rules, and union agreements.

  • Contribute to department-wide initiatives, helping to shape policy, enhance systems, and improve employee experiences.


Ideal Candidate Profile:

The ideal candidate will bring:

  • Extensive HR experience, ideally in the public sector, with a background in both general human resources and payroll administration.

  • Strong working knowledge of California labor laws, public agency personnel practices, and union environments.

  • Demonstrated leadership and mentoring capabilities, with a track record of guiding teams through complex and high-pressure situations.

  • A high level of emotional intelligence, professional integrity, and adaptability.

  • The ability to thrive in a fast-paced, dynamic environment that requires diplomacy, decisiveness, and sound judgment.

Compensation & Benefits:

  • Annual Salary: $152,802 – $195,026, depending on experience and qualifications (DOE/DOQ)

  • Upcoming Salary Increase: A 2.01% salary increase is scheduled for July 1, 2025, as part of the Municipal Executives Association (MEA) Miscellaneous bargaining unit.
