We are seeking a Preconstruction Project Manager to lead the planning and early execution phases of Electric Vehicle (EV) service center projects. These facilities support EV operations through charging infrastructure, maintenance, and operational hubs. This role is critical to ensuring sites are properly evaluated, permitted, and designed to meet aggressive timelines and evolving technical requirements.


Key Responsibilities

  • Lead site feasibility studies covering zoning, environmental constraints, access, and infrastructure readiness.

  • Manage due diligence across multiple sites, coordinating consultants and internal teams.

  • Develop and execute permitting and entitlement strategies with local jurisdictions and regulators.

  • Oversee design consultants to ensure compliance with operational, technical, and safety standards.

  • Build and manage detailed budgets, schedules, and cost models from the ground up.

  • Define and optimize EV charging infrastructure requirements in collaboration with engineering and operations teams.

  • Coordinate with utilities and contractors for power demand, switchgear, and transformer installations.

  • Validate electrical design packages for compliance, scalability, and utility standards.

  • Serve as the senior liaison between internal teams (engineering, finance, operations, legal) and external partners.

  • Deliver executive-level reports, risk assessments, and business cases.

  • Identify and mitigate risks early in the project lifecycle.

  • Develop standards and workflows for permitting, design, and delivery to drive consistency across projects.

  • Support integration of renewable energy, battery storage, and energy management systems where applicable.

  • Manage a multi-site project pipeline aligned with business objectives and speed-to-market goals.


Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (Master’s preferred).

  • 10+ years’ experience in real estate or infrastructure project management with a focus on preconstruction.

  • Proven record managing large-scale, multi-site development programs.

  • Expertise in cost estimating, budgeting, and scheduling.

  • Deep understanding of EV charging technologies (Level 2, DC fast charging, utility interconnection).

  • Experience with electrical infrastructure projects (medium/high voltage, switchgear, transformers).

  • Knowledge of NEC, NFPA, and local codes for commercial/industrial facilities.

  • Strong stakeholder management and executive communication skills.

  • Ability to develop scalable processes and standards for infrastructure delivery.


Compensation & Benefits

  • Salary range: $130,000 – $160,000 (base only; total comp may vary based on experience/qualifications).
