Role Overview

LightFeather is seeking an experienced IT Project Manager to lead federal technology modernization projects, including cloud migration, DevSecOps, database modernization, and platform transformation. The Project Manager will serve as the primary liaison between federal stakeholders, technical teams, and leadership, ensuring projects are delivered on time, within scope, and compliant with federal standards.

 Key Responsibilities

  • Lead IT modernization projects and translate business requirements into technical roadmaps

  • Implement agile methodologies (Scrum, sprint planning, demos, retrospectives)

  • Oversee development across cloud infrastructure, DevSecOps, database modernization, and application platforms

  • Manage system reliability and uptime (>99%), monitoring, and proactive issue resolution

  • Ensure compliance with FISMA, FedRAMP, Section 508, and other federal security standards

  • Lead project kickoff, stakeholder meetings, and executive status updates

  • Deliver monthly reports and executive briefings for government leadership

  • Coordinate helpdesk and user support services with high customer satisfaction

  • Drive cloud migration and modernization efforts, including data and integration activities

  • Oversee personnel security, PIV card compliance, and A&A documentation

  • Maintain project documentation (management plans, technical specs, lessons learned)

 Required Qualifications

  • U.S. Citizenship & Active Public Trust (or higher)

  • PMP Certification (active)

  • 5+ years of project management in federal IT environments

  • Proven experience leading agile development teams in government contracting

  • Strong knowledge of cloud migration, DevSecOps, and database modernization

  • Familiarity with federal compliance frameworks (FISMA, FedRAMP, Section 508)

  • Excellent communication skills for technical and executive stakeholders

  • Experience managing technical teams, subcontractors, and multiple priorities

  • Strong track record in preparing project plans and federal reporting

 Preferred Skills

  • Agile certifications (CSM, SAFe, or equivalent)

  • Experience with large-scale federal platforms

  • Familiarity with JIRA, Confluence, and PM tools

  • Background in DevSecOps pipelines, CI/CD, automated testing

  • Knowledge of database modernization and cloud-native databases

  • Understanding of enterprise architecture and federal standards

  • Experience with transition-in/transition-out activities and contract management
