Education/Certifications – Mandatory

  • Bachelor’s degree or higher in a relevant field.

  • Proven ability to organize, analyze, and interpret complex datasets related to RAD, M2M, and PM2M programs.

  • Expertise in data management to ensure accuracy and integrity of housing program data.

  • Ability to develop and maintain financial models that support decision-making in affordable housing.

  • Skilled in creating reporting services for compliance, performance tracking, and executive-level insights.

Work Experience – Mandatory

  • Minimum 10 years of professional experience in administration and management of complex multifamily affordable housing programs, specifically:

    • Rental Assistance Demonstration (RAD) Program

    • Mark-to-Market (M2M) Program

    • Post Mark-to-Market (PM2M) Program

Education/Certifications – Nice to Have

  • Recognition as a Subject Matter Expert (SME) in RAD, M2M, and PM2M programs.

  • Proven ability to provide strategic guidance in program administration, policy development, and process improvement.

  • Experience advising and implementing new policies/procedures through system-driven approaches.

  • Expertise in managing affordable housing real estate transactions (financial, regulatory, operational).

Work Experience – Nice to Have

  • Implementing technology and data-driven systems to support new policies and processes.

  • Collaborating across teams to align technical solutions with program goals.

  • Driving efficiency via automation, system integration, and policy effectiveness monitoring.

Roles & Responsibilities

  • Provide strong leadership and communication to effectively convey technical and policy information to stakeholders (federal agencies, contractors, community partners).

  • Oversee projects with focus on timely delivery, budget adherence, and quality assurance across complex initiatives.
