Responsibilities

  • Agile & Metrics: Manage Agile Lifecycle Management (ALM) tools like Jira; create filters, dashboards, and reports; document and advise on Jira best practices; optimize workflows and configurations.

  • SAFe & Backlog Management: Elaborate epics and user stories; facilitate bi-weekly backlog refinement using the Scaled Agile Framework (SAFe).

  • Risk Management: Maintain risk gap analyses; create executive dashboards for product risks across all product lines.

  • Documentation & Advisory: Support senior leadership and program management with ALM best practices using Jira, GitHub, SharePoint, and MS Teams.

  • ALM Maturity & Improvement: Collaborate on ALM maturity gap analysis; maintain improvement tools; facilitate continuous improvement reporting.

  • Jira Framework & Migration: Standardize workflows, migrate projects into common frameworks, and align dashboards/roadmaps with VA Strategic Plans.

  • Reporting & Roadmaps: Maintain executive dashboards, program roadmaps, and train teams on end-to-end traceability.

  • SharePoint & Metrics: Maintain internal/external SharePoint sites; manage retrospective analysis metrics for PI Planning events.

  • SDLC Guidelines: Support ALM/SDLC processes, updates, and training; lead quarterly refreshes and intake of change requests.

  • Sprint & PI Planning: Support sprint planning/review meetings; provide user story analytics.

  • Release Train Engineering: Monitor and train cross-functional teams on Jira and ALM tools.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or related field plus 15 years of relevant experience

    • (OR 10 additional years of experience in place of a degree).

  • Strong knowledge of SDLC methodologies, SAFe framework, and Jira with proven application.

Preferred Qualifications

  • Prior experience with the Department of Veterans Affairs.
