About the Role

OATS Transit is a nonprofit organization serving seniors, individuals with disabilities, and rural communities across Missouri, United States. We are currently hiring an experienced HR Specialist to support the Human Resources Director in managing and improving HR operations for over 600 employees. This role involves onboarding, recruitment support, benefits administration, and HR system management — requiring a high level of professionalism, accuracy, and confidentiality.

Key Responsibilities

Personnel Administration

  • Set up onboarding for all new hires using the Paycom HR system

  • Conduct background checks via Family Care Safety Registry

  • Complete and verify I-9 forms and E-Verify documentation

  • Maintain accurate and up-to-date personnel files

Recruitment Support

  • Post job openings on internal systems, MoJobs.gov, and other platforms

  • Monitor job requisitions, especially those open for 90+ days

  • Assist regional offices with recruiting tasks when needed

Benefits Administration

  • Explain and support employee benefits (medical, dental, vision, etc.)

  • Assist with monthly and annual open enrollment

  • Update employee addresses in carrier databases

  • Request replacement insurance cards as needed

  • Manage and maintain compliance for FMLA and ADA cases

HR System (Paycom) Management

  • Update records for DOT physicals, training, and certifications

  • Help employees access check stubs, tax forms, and other tools in Paycom

  • Develop advanced knowledge of Paycom to provide staff support

Qualifications

  • Bachelor’s degree in Human Resources, Business Management, or a related field

  • 2–4 years of HR experience required

  • SHRM or HRCI certification preferred (or willingness to become certified)

  • Strong attention to detail and accuracy

  • Ability to maintain confidentiality and comply with HR policies

  • Proficiency in Microsoft Office (Word, Excel, Outlook)

  • HRMS experience required; Paycom preferred

  • Excellent organizational and communication skills

  • Ability to work with employees at all levels, from executives to drivers

  • Knowledge of U.S. federal and Missouri state HR laws
