Position Overview

NYC Health + Hospitals is seeking a Senior Project Manager (SPM) to join its Office of Facilities Development. Reporting to the Director, the SPM will oversee day-to-day management of multiple facility-related programs and construction projects. This role will work closely with internal facilities teams, program and construction managers, and design consultants to manage schedules, budgets, regulatory compliance, and ensure successful project delivery across a diverse portfolio.


Key Responsibilities

Project Oversight and Execution

  • Manage all phases of capital and renovation projects, including budgeting, scheduling, design development, construction oversight, quality assurance, and regulatory compliance.

  • Monitor all aspects of project performance to ensure alignment with scope, budget, timeline, and design specifications.

  • Prepare and submit required budget reports and variance analyses.

Procurement and Financial Management

  • Oversee procurement processes for construction services and materials.

  • Review and approve contractor invoices, ensuring accuracy and compliance with project terms.

  • Maintain thorough records of all financial transactions, regulatory documents, drawings, and correspondence.

Design and Construction Coordination

  • Facilitate design meetings with facility stakeholders and design consultants.

  • Lead development of equipment and furnishing lists in coordination with end users and departments such as Biomedical Engineering, IT, Building Services, and Plant Operations.

  • Review design and construction documents to ensure alignment with user needs, regulatory codes, and facility standards.

Regulatory and Compliance

  • Manage submissions to regulatory bodies such as NYS Department of Health, NYC DOB, Department of Corrections, and others as required.

  • Ensure all projects adhere to applicable laws, codes, and healthcare-specific regulations.

Team and Stakeholder Engagement

  • Provide direct oversight of consultants, contractors, and construction managers working on-site.

  • Serve as liaison between project stakeholders, including facility administration, regulatory agencies, and internal teams.

  • Manage closeout processes, including equipment commissioning, occupancy preparation, staff training, and final inspections.

Reporting and Administration

  • Submit regular project updates and documentation to the Division Administrator.

  • Participate in performance improvement initiatives, staff orientation, and professional development.

  • May supervise department staff and support disaster recovery or emergency response projects.


Qualifications

Minimum Requirements

  • Master’s Degree in architecture, engineering, construction management, or a related field plus 4 years of relevant project management experience in healthcare or clinical settings, including 1 year managing multiple concurrent projects;
    OR

  • Bachelor’s Degree in a related field and 6 years of progressively responsible experience, including 3 years directly managing clinical or healthcare-related projects;
    OR

  • A combination of relevant education and experience, including clinical training (nursing, medicine) and a minimum of 3 years leading healthcare or clinical facility projects.


Preferred Qualifications

  • Bachelor’s Degree in Science required; Master’s Degree in Science preferred.

  • Professional licensure such as PE or Registered Architect is a plus.

  • 4–8 years of experience in project, construction, or facilities management, particularly in healthcare environments.


Skills and Competencies

  • Strong understanding of project management methodologies and tools.

  • Familiarity with NYC capital procurement and construction processes.

  • Knowledge of healthcare design, construction codes, and regulations.

  • Ability to read and interpret construction documents and specifications.

  • Experience with project documentation, payment processing, and change orders.

  • Excellent problem-solving, organizational, and multitasking abilities.
