Job Summary
Philip Morris International (PMI) is seeking a seasoned and strategic Senior Procurement Manager to oversee sourcing and vendor management for IT Services and HR Services categories. This high-impact role will be responsible for developing and executing procurement strategies that drive cost efficiencies, mitigate risk, and align with business objectives related to technology and people operations. The ideal candidate possesses deep category expertise, excellent negotiation capabilities, and strong cross-functional collaboration skills.
Key Responsibilities
IT Services Procurement

Develop and execute sourcing strategies for IT categories including software, cloud services (SaaS, IaaS, PaaS), infrastructure, consulting, and managed services.

Collaborate closely with IT leadership (CIO, IT Directors) to understand evolving business requirements.

Lead end-to-end vendor management including contract negotiation (MSAs, SLAs, licensing), renewals, and performance evaluations.

Drive value through cost reduction, vendor consolidation, innovation, and process optimization.
HR Services Procurement

Lead procurement initiatives for HR services including recruitment process outsourcing (RPO), employee training and development, wellness programs, benefits administration, and contingent workforce management.

Partner with HR leadership to ensure supplier strategies align with talent acquisition, development, and retention goals.

Ensure compliance with labor laws, privacy regulations (e.g., GDPR), and internal policy standards.

Streamline supplier base and enhance service quality through data-driven decision-making.
Procurement Strategy & Leadership

Design and implement category strategies that align with company goals and industry best practices.

Conduct market research, benchmarking, and total cost of ownership (TCO) analyses.

Lead RFIs, RFPs, supplier negotiations, and contract finalizations.

Monitor and report on KPIs, savings, risks, and supplier performance.

Champion initiatives that promote supplier diversity, sustainability, and ethical sourcing.
Qualifications & Experience

Bachelor’s degree in Business, Supply Chain, Finance, or related field (MBA or equivalent preferred).

Minimum of 8 years of procurement experience, with a strong focus on IT and HR service categories.

Proven success managing complex sourcing initiatives, vendor negotiations, and contract life cycles.

In-depth knowledge of modern IT infrastructure, cloud technologies, and evolving HR service trends.

Excellent stakeholder engagement, financial analysis, and communication skills.

Familiarity with procurement platforms such as SAP Ariba, Coupa, or Oracle.

A strategic mindset with strong execution and project management capabilities.
Compensation
Annual Base Salary Range: $140,000 – $188,000
Compensation will be based on experience, market conditions, and internal equity considerations.
