Position Summary:
The Wisconsin Department of Corrections is seeking a skilled Application Developer to support the development, testing, implementation, and maintenance of applications and reports. This role works under the supervision of the Collaboration and Project Management Supervisor and participates in all phases of the IS Systems Development Methodology. The developer will collaborate with business partners to design and deliver solutions using SharePoint, Power Apps, Power Automate, SQL, .NET, TypeScript, and other technologies.
Key Responsibilities:
Systems Analysis & Design (40%)

Analyze existing systems, workflows, and departmental processes.

Define business requirements for SharePoint Online, Power Apps, workflows, reports, and other applications.

Conduct business workflow analysis and maintain documentation.

Develop design specifications and estimate resources for program changes.
-
Provide project management leadership for complex application projects.
Programming & Implementation (40%)
-
Develop and code application components, prototypes, and user interfaces.
-
Compile and link application components, following department standards.
-
Develop unit and integration test plans; perform testing to validate functionality.
-
Coordinate system installations and maintain program documentation.
Technical Support & Training (10%)
-
Provide technical assistance and training to staff on application usage.
-
Prepare manuals, handouts, and presentations for effective training.
-
Identify areas requiring technical support and propose solutions.
Other Tasks (10%)

Provide input on application development and collaboration tools.
-
Track time against tasks, increase knowledge through training, and perform other duties as assigned.
Required Knowledge, Skills & Abilities:

Project management methodologies and SDLC processes.

SharePoint administration and development.

Microsoft 365, Power Apps, Power Automate, automated forms, workflows.

SQL, MS Access, TypeScript, .NET, RESTful Web Services.

Service Desk applications, low-code platforms, and DevOps practices.

Effective communication, multi-tasking, problem-solving, and teamwork.

Familiarity with the corrections industry is a plus.
