Position Summary
ICF is hiring a Technical Project Manager to support a large-scale Department of Defense (DoD) Child and Youth Programs (CYP) modernization initiative. This role is central to the development and expansion of a data warehouse and enterprise-level systems that improve access to high-quality childcare for military families worldwide. You’ll work closely with clients, developers, and internal teams in an agile environment to deliver reliable, scalable, and mission-critical solutions.
Key Responsibilities

Lead and manage data warehouse development and web application modernization efforts.

Plan and facilitate agile ceremonies and manage team backlogs using JIRA and MS Project.

Coordinate development schedules and provide timely updates to internal and external stakeholders.

Document user stories, technical requirements, integration points, and delivery milestones.

Support operations & maintenance of large-scale systems, ensuring uptime and client satisfaction.

Partner with cloud, data, and development teams to ensure alignment with business objectives.

Support proposal development for new business initiatives.
Required Qualifications

Bachelor’s degree from an accredited institution.

6+ years of professional experience, including:
-
3+ years in IT Project Management or Scrum leadership with agile practices.

2+ years managing federal government projects.
-
2+ years managing data warehouse projects.
-
2+ years working with cloud platforms and application/data development teams.
-
3+ years in SDLC, requirements documentation, and stakeholder collaboration.

Proficient with JIRA, MS Project, and Atlassian products.

Must be a U.S. Citizen or Green Card holder and reside/work in the U.S..
Preferred Qualifications

Project Management Professional (PMP) certification.

Familiarity with Time and Materials contracts.

Excellent written and verbal communication skills, especially in client-facing roles.

Strong multi-tasking skills in fast-paced, high-performing environments.

Knowledge of data warehouse tools and cloud technologies.

Experience handling sensitive data with strict confidentiality.
Compensation
Salary Range: $118,730 – $201,840 (based on full-time employment)
Final pay determined by experience, education, certifications, and location.
