About the Job

Senior Operations Manager – Mental Health and Addiction Services Division
Location: Multnomah County, Oregon

The Mental Health and Addiction Services Division is responsible for overseeing and enhancing the availability, accessibility, and quality of services for individuals dealing with mental health and substance use issues. This includes prevention services for youth, adults, and families. As both the Local Mental Health Authority and a contracted Mental Health Organization (MHO) with the State of Oregon, the division plays a central role in coordinating care.

We are seeking a Senior Operations Manager to ensure integrated and effective clinical programs across the system of care. This leader will identify collaboration opportunities within the division and with other departments and agencies. The role is essential to maintaining high-quality service delivery, client satisfaction, operational efficiency, and continuous improvement of both in-house and contracted services.

The Senior Operations Manager will support the Division Director in overseeing all operational functions, direct activities within the division, serve on interdepartmental committees, and act as a liaison with external agencies. A strong emphasis will be placed on recovery-oriented practices, outcome monitoring, and aligning services with best practices. The ideal candidate will be committed to meeting the cultural and linguistic needs of Multnomah County’s diverse community.

Minimum Qualifications

  • Master’s degree in Social Work, Psychology, or a related field (required)

  • Minimum of 3 years in a managerial role (experience cannot substitute for the degree)

  • Executive-level, non-civil service position

Required Knowledge, Skills & Abilities

  • Deep understanding of Medicaid payment structures, regulations, and compliance policies

  • Familiarity with the Oregon Health Plan, Oregon Administrative Rules, and Oregon Revised Statutes related to behavioral health

  • Ability to lead data collection efforts and analyze system performance

  • Skilled in policy development, program evaluation, and system-level improvements

  • Effective leadership in team-based environments and change management

  • Strong communication and relationship-building skills

  • Expertise in clinical care models, especially with complex populations

  • Knowledge of level-of-care criteria, evidence-based practices, and the Psychiatric Diagnostic and Statistical Manual (DSM)

  • Awareness of community housing needs and discharge/care coordination processes

Preferred Qualifications

  • Experience in the behavioral health field

  • Working knowledge of cultural competency in service delivery

  • Demonstrated success in personnel administration and team leadership
